Why not just the Philippine navy or coast guard ships do the resupply mission in brp sierra madre instead of those small boat they're currently using?
According to the news articles I found, the Philippine Coast Guard (PCG) maintains the need to deploy small boats in the resupply mission to BRP Sierra Madre so as not to provoke China or any other claimant countries in the West Philippine Sea. The PCG also said that there is a special arrangement for the delivery of humanitarian supplies, but not for the transportation of large-scale building materials.
