BRP Sierra Madre Resupply Mission

Why not just the Philippine navy or coast guard ships do the resupply mission in brp sierra madre instead of those small boat they're currently using?

According to the news articles I found, the Philippine Coast Guard (PCG) maintains the need to deploy small boats in the resupply mission to BRP Sierra Madre so as not to provoke China or any other claimant countries in the West Philippine Sea. The PCG also said that there is a special arrangement for the delivery of humanitarian supplies, but not for the transportation of large-scale building materials. The PCG has recently deployed its biggest multi-role response vessel, the BRP Gabriela Silang, for the resupply mission, but it still relied on smaller boats to transfer the supplies to the BRP Sierra Madre. The BRP Sierra Madre is a World War II-era ship that was deliberately grounded on Ayungin Shoal in 1999 to serve as the country's outpost in the disputed waters. The PCG and the Armed Forces of the Philippines (AFP) have successfully completed several resupply missions despite the harassment and interference from the Chinese Coast Guard and militia vessels.
