Typhoon Rolly is here, the strongest typhoon on earth for this year, it already made 2 landfalls sa Catanduanes and Albay

But where is the so-called president during this disaster time ??? Not a word, nothing like a warning or about how the government is reponding to this disaster... nothing ! One more time, he just vanished !!

In a time of crisis, presence is a sign of leadership. Absence is abandonment of duty.

Of course, we can debate about the Yolanda response of Pnoy's admin due to some major shortcomings but he gave us timely info based on experts' advice before the storm made a landfall unlike the inutile who doesn't seem to care about Typhoon Rolly!
Actually, what does he care about? There's still a pandemic, almost 8 months of lock-down (longest lock-down in the world) and until now there's still no concrete plan against the virus. Now, we're facing typhoons which will devastate the country, we must face it: WE ARE ALL UNDER AN INCOMPETENT GOVERNMENT!
Leaders in times of trouble should be in front of the battlefield. Nation first before anything else. But what do we expect from Duterte? #NasaanAngPangulo? He’s probably planning to just “sampalin ko yang typhoon Rolly na yan”.

Albay, at the time of writing, people are suffering while the president is sleeping !

Sa isang gobyerno merong tinatawag na Chain of Command kung saan meron hirarkiya or pagkasunod-sunod ng awtoridad. Sa panahon ng calamity, ang LGU ang unang mag submit ng request or kailangang tulong to the Regional/Provincial/City/Municipal Disaster Risk Reduction and Management Council. At ibabato naman ng Regional/Provincial/City/Municipal Disaster Risk Reduction and Management Council ang request papunta sa NDRRMC. At ang NDRRMC naman endorses Calamity Fund requests to the Office of the President for approval. The Approval of fund requests is forwarded directly to the Department of Budget and Management (DBM) as basis for the release of funds. Pagkatapos ay maglabas naman ang DBM ng Special Allotment Release Order (SARO) at Notice of Cash Allocation (NCA) direkta sa ahensya na nagpapatupad o sa LGU.

Sino-sino ang mga ahensyang nagpapatupad?

Department of Public Works and Highways (DPWH)
Department of National Defense (DND) – Office of the Secretary (OSEC)/ Office of the Civil Defense (OCD)
Department of Education (DepEd)
Department of Social Welfare and Development (DSWD)
Department of Agriculture (DA)
MMDA kung nasa NCR

Roles:
DPWH- sinisiguro na walang anumang maaaring humarang sa mga pangunahing daanan na resulta ng isang kalamidad.
DND- sinisigurong maproteksyunan ang buhay at ari-arian ng mga tao. sila din ang inaatasan sa pagpapadala ng mga relief goods patungo sa mga apektadong lugar.
DepEd- isa sa pangunahing nagbibigay ng pansamantalang matutuluyan sa mga apektadong mga mamamayan sa pagamit ng mga paaralan as evacution area.
DSWD- nakatuka sa pagsasaayos ng mga relief goods
DA- nakatuka sa pagbibigay suporta pinansiyal sa mga apektadong nagmamay-ari ng mga pananim at mga hayop..

Lahat ng mga nasabing ahensya ay pawang nagtatrabaho sa panahon ng kalamidad.. Lahat ng mga yan ay sakop ng Office of the President.. All of their duties ay galing sa utos ng pangulo.

It is so easy in the Philippines to buy people, very few are real civil servants devoted to the country and not the president !

ts by quoting atty raymonds post implies that you agree with his beliefs. well no government in any part of the world can "protect" their citizen from any disaster, ibig mo bang sabihin pag lumindol at may mga namatay kasalanan ng gobyerno yun? remember USA has Katrina. was the US government was able to protect their citizen from death given their plethora of resources, equipment, biggest military. but since you shared the post, do you believe that US gov. should've done a better preemptive measure to minimize casualties given their superior capability that is incomparable to any nation. also what does you want the 1,000,000 government employee to do? do you want the whole 1,000,000 to go to cagayan and isabela to help? do you have any idea of what logistic thingamajig that is? have been living under a rock? don't you see the PCG and army helping and doing the rescue? have you seen their new equipments by the PCG and army that is being used to do the rescue? LGU can request for their calamity fund.it is true that the government has capacity to manage the effect of any disaster. it is also beyond their ability and capability to protect all citizen from force majeure. if you want that to happen, well sorry to disappoint you it will not happen, like the yolanda event. no one was ready enough for the disaster that is yolanda. that is why the RR in NDRRMC is risk reduction not risk protection. pambihira naman. also its not duts who cut the budget of 16 billion, read the news so that i dont need to reply. abs cbn shut down doesn't mean of news blackout, we are not in the 80's anymore, use your other resources, why does other provinces doesnt have local radio stations, i dont buy that logic it doesnt hold water. while i agree about the comment for badoy roque etc, redtagging is just neologism made by the red and i don't want explain why. the heck with the rabbit hole of reds. now with the ASEAN duts it the host of the event, what do you want him to do while hosting the event? leave? like noynoy left for carshow instead of receiving the dead body of SAF44?
