If you look at the context it's not just referring to the cultural background but a design by God to who is going to lead the church. The issue here is not about women being inferior to men or women not capable of the pastoral office. Is not that women cannot teach or preach the same as men, in fact, some women are more capable. It's just that the office of pastor/deacon is given to men. Women can be part of any ministry inside the church, but the pastoral office is reserved by God for men.
