Hello po, I originally saw this post kay Boss R-Breezy https://phcorner.net/threads/582619/ credits po sa kanya. 
but this post is based from my own experience po, so Eto po ginawa kong steps.
1. Download latest Psiphon here! You do not have permission to view the full content of this post. Log in or register now.
2. Must a a Balance of 10php (15 petot po sakin)
3. SURFALERT ON to 8080 (GTM)
4. Lagay nyo sa Local Proxy Ports (HTTP/HTTPS) 8080
5. Then Connect, wait nyo lang minsan mabilis minsan matagal, dipende po yan.
6. Pag Connected na Open Chrome then Browse.
7. Upto 2mbps Download Speed!! (Not bad na rin po)
Note:
Not Stable po kaya nag DDC
Di pwede sa IDM
Mas mabilis po yung SG server
Tiis muna tayo habang wala pang SE
