GPU: Not enough for the budget
RAM: 2x8GB minimum, 2x16GB maximum any brand will do
SSD: 500GB avoid RAMSTA
PSU: any certified 80+ 600W (minimum above 2k)
total cost around 25k

dont bother downgrading to a ryzen 5 just to get a GTX 1650/1660 or RX 5500/6500 not worth it.
mas better dagdagan mo nlng budget mo for the GPU at pag tyagaan mo nlng muna ang integrated.
