1. The attribute of having supreme, autonomous authority over a territory is sovereignty according to the Malolos Constitution. It can be found in a power that relies on a political reality for which no strictly legal reason can be given to govern and make law. A sovereign state is a political association with effective internal and external jurisdiction over a geographical region and population that is not dependent upon or subject to any other power or state. It also refer to the status of the Philippines being an independent nation. This covers sovereignty transitions which relates to the Philippines, with particular emphasis in the passing of sovereignty from Spain to the United States in the Treaty of Paris (1898) which is signed on December 10, 1898 to end the Spanish-American War.
2. The Malolos Constitution placed constraints on the chief executive's unsupervised freedom of action, which would have hindered rapid decision-making. However, as it was established during the struggle for the independence of the Philippines from Spain, Article 99 permitted unimpeded executive freedom of action during wartime. Throughout the Philippine-American War, which exploded soon after declaration, unsupervised executive governance continued. The ratification, on September 29, of the independence declared at Kawit on June 12, 1898, was the first important act of Congress. In the midst of the "vociferous acclamations of he people and strains of music." Aguinaldo, whose office and official residence were situated in the convent of Malolos Church, arrived at Barasoain, where Congress held its sessions.#
3. Republic is a form of government in which a state is ruled by representatives of the citizen body. Modern republics are founded on the idea that sovereignty rests with the people, though who is included and excluded from the category of the people has varied across history. Because citizens do not govern the state themselves but through representatives, republics may be distinguished from direct democracy, though modern representative democracies are by and large republics.The Republic form of government is a suitable government for the Philippines. The Philippines have a republican form of government from the time that it got Independence from America after the war whic is tantamount to direct democracy. In a republican system of government, the Executive enjoys a fixed term of rule and as a representative of the people. In addition, the present system of government of the Philippines which is a republic conforms with the Constitution of the Philippines. Thus, it is significantly suitable.
4. The first republican constitution in Asia was the Malolos Constitution. It proclaimed that sovereignty resides exclusively in the people, declared fundamental civil rights, divided the church and state, and called for the creation of a legislative body to serve as an assembly of representatives. It also called for a republic of parliament as the form of government. The President is chosen by a vote of the Assembly for a term of four years. Hence, the Republic should exercise its power in a manner which is in conformity with the said proclamation.
5. Despite its brief life, the Congress of Malolos had two achievements: the ratification of the 29 September 1898 Declaration of Independence and the framing of the Constitution of Malolos, promulgated by President Aguinaldo on 21 January 1899. The Malolos Constitution provided for a Supreme Government to be formed that would act as the Republic's highest governing body. Such universal human rights, such as freedom of worship, freedom of the press and the right to education, were also outlined. This is because the Philippines have been under the occupation of the Spaniards and other nations for the longest period of time, so the Malolos Constitution through the Malolos Congress embodied the defense and promulgation of citizens' rights as one of its key aims or objectives in order to protect the people and their rights. Through this, citizens' interests were secured and priority was given to them.
