Closed Video calling over local wifi without internet?

Possible ba na mag Video Call gamit ang local wifi/hotspot without internet?

Gagana po ba ito sa messenger? or meron ba kayong alam na app na nagagawa ito?
Pa-share naman po ng app kung meron kayo.
