I also thinking to quit as a small isp provider, but monthly bills prevents me.
Also consider do talk with your local isp provider, and make know them or posibly friends.
If you would like to pay for a legal aspect for "LL, MOA, NTC, JPA" its easy to you find some companies offer for a Umbrella. Or just apply for a Business permit and some minor government permits.

I also had a one man power when repair comes it takes some time to do the repair. For a equipment repairs e.g., OTDR and Fussion splicer you can ask some of your local isp friend if they had it, or use a basic equipment. When you said that some people cut your fiber try to route your fiber in other location i did it once its big headache as far as I remember now its been a year, if someone still break your fiber nor someone does say they will report you why not call them in the barangay?

ISP business is not a quick cash grab and monthly incone isn't generate that great, If you're thinking the way your brain does you might be in a wrong thinking, sorry to say this might be also not in sense.
