Billboard has a rule of removing descending songs after a certain number of weeks on chart.
This is to keep its charts recent and updated to the latest releases.
This spin-off release is Billboard Mainstream Top 40 without removing the descending and old songs.
Adding back those old songs which are still being played by radio stations will extend the chart beyond 40.
