TPM and other Microsoft requirements to install Windows 11 have been bypassed, to allow install on most systems. I would suggest testing in a VM before you install.

To use touch, you need a tablet or a monitor that supports multitouch.
To access the Windows Store and download apps, you need an active internet connection and a screen resolution of at least 1366 by 768.
