Not possible. Closed Captions are only available for sources that provides it.

Try clearing Kodi's cache (not data) if you're using an Android device. That works well for me every time.

Sadly, those channels are very hard to find. There are IPTV sources that have those channels but it's not applicable to the TTV service.
