In fact, there is no real scientific explanation what people mean by ‘scalar energy’
Fact is, there’s a lot of uses of the term ‘energy’. They’re all valid in a poetic sense. However, for the physicist and engineer, energy is not a thing that can reified. For the engineer energy is an effect that can be measured and put to use. Burning fuel releases heat energy for example. Moving wind or water that rotates a mill which generates energy associated with motion.
This energy is understood in a way that allows people to put it to use running machinery, moving goods, lighting, heating and cooling homes. This definition and understanding of energy is far more limited than more poetic notions of energy.
For the non-physicist energy can mean many more things beyond the amount of fuel needed to cook a meal! It can mean a vigour or vitality that occurs in living systems and in mental or emotional processes. Such intuitions and feelings are valuable in to science, because they allow us to form hypotheses, which allow us to run new experiments, which add to science and over time enlarge our abilities in the world.
Consider the intuitions of Wilhelm Reich and his purported discoveries of “Orgone Energy”.

This is not yet science in my opinion, but a collection of ideas and observations surrounding orgasm and its possible connection to all living systems. An interesting idea to be sure. But its not science. We should always be clear what is known scientifically and what is not.
Reich wasn’t able to prove scientifically what he felt was true about the health benefits of orgone and ran afoul of the FDA as a result. Still, it is this sort of risk taking that leads to new understanding and on occasion, if the work is done right, despite the vast majority of such risks resulting in foolishness and failure, advances are made.
Now, having said all that against the foil stickers you are asking about, I must also add engineers do embed shapes and patterns in metal foil in insulating media to capture radiant energy from microwave transmitters. These patterns soak up the radiant energy and delivers it efficiently to an RFID chip. The chip absorbs enough power to ‘chirp’ back data contained on the RFID chip. This occurs in your wireless “paywave” card

Some theories of the cosmos do posit that the vacuum is filled with virtual particles which give rise to zero point energy which has been measured in the lab through the Casimir Effect

So, to this extent zero point energy is real science. So, it may be that one day we will build atomic scale devices that somehow tap into this energy. Yet as far as I can tell, metal foil embedded on paper a few cm in area to an accuracy of only a few microns, is not sufficient to begin tapping this energy in any meaningful way.
Well before Edward Jenner developed the first usable vaccine, people for ages pedalled all sorts of cures for disease. It was this ability to hypothesise, gather data and make mistakes that led eventually to Jenner’s success.
Unfortunately, at the present time, the scalar stickers aren’t the success we’re looking for.
