President Rodrigo Duterte, a populist leader, makes another rosy promise as his ratings rise despite his handling of the COVID-19 crisis


"It breaks your heart, really."

Citing the plight of poor Filipino commuters, President Rodrigo Duterte said on Monday, October 5, that he will ask Transportation Secretary Arthur Tugade to distribute commuter Beep cards for free. Duterte said this will ease the public's burden at a time when budgets are tight due to COVID-19.

"Money is really hard to come by," Duterte said in his weekly recorded address. "Give the card free."

Filipinos were supposed to pay P80 ($1.6) for each Beep card that will allow them to use the bus system along Metro Manila's main thoroughfare EDSA. The Department of Transportation suspended its "no Beep card, no ride" policy effective Monday, however, after service provider AF Payments refused to waive the P80 fee.

Duterte said Filipino commuters "were not prepared" for the Beep card system. The Beep cards had long been used for the Philippines' train systems, similar to countries like Singapore, but this is the first time they were required of bus commuters along EDSA.

"Card lang naman 'yan, ibigay na 'yan libre. Bakit pabayaran pa 'yan? We have been wasting so many billions to corruption tapos 'yan 'di maibigay?" (That's just a card, let's just give it for free. Why should we charge them for it? We've been wasting so many billions to corruption, and we cannot give that out?)

Duterte, a populist leader, made these remarks on the same day that survey firm Pulse Asia said his performance rating rose to 91% despite his handling of the COVID-19 crisis. Experts interviewed by Rappler cited the government's cash subsidy program as the main reason for the public's favorable view of Duterte during the pandemic.

the "free" beep cards are just cards without load for paying fare, people still have to buy load. Some commuters might think they are getting free fare rides.!

NOPE! Only the card is free, you have to load it in order to pay your fares!!

" The LTFRB issued Memorandum Circular 2020-057 for the free use of stored value cards for cashless transactions in public transportation, which means commuters will only have to pay for fares."

Pagbili mo ng card may load na yan na 100,ilan rides na rin yun,so kung free n ibibigay ay mas malaki n natipid,malaking tulong n yan,ano kaba awinahe,naintindihan mo ba,wag *****,puro ka sira sa pangulo,wala ka naman ambag,****!!!!

You are wrong, walang load ang card! Just read the memorandum issued by LTFRB! It's crystal clear for everybody but you! Kawawa naman!

Actually it's VP Leni Robredo who said that card with initial load should be free.
"Earlier on Sunday, Vice President Leni Robredo said the government could essentially shoulder the payment of Beep cards and their initial fare load to ease the burden on commuters, especially those severely affected by the pandemic.

"Yung mga indigent dapat binigyan na lang ng Beep card, initial load ng ₱100 para sa susunod ikaw na lang maglo-load at napapag-ipunan."

Then duterte just said the card only will be free (value of the card itself is 30 pesos) without load. So the LTFRB issued a new circular...

mas prefer ko using smartphone- QR code scanning at integrated to all transport payment system. Nakasilid lang sa isang all in one app like wechat.
