Most of the defense acquisition are meant for external defense, they are built to counter modern armies, armadas of ships, squadron of jet fighters and cruise missiles rather than small armed groups.

Asymmetric warfare still falls to the category of internal threat.

Also you can't use a missile warship against the Abu's and BIFF.
