Xamarin - C#
Kivy - Python

but still nasa Javascript ang mas dominant sa ganitong development,

- Ionic
- Flutter
- React Native
- Nativescript

Ask your self, saan ka ba proficient and comfortable? It's matter of preference after all para sayo as beginner.

Hindi ko familiar dyan,
Last na alam ko yung React, di React Native. Pero atleast meron kana work.

Visual Studio Community Edition ang gamitin mo. Sama functionality siya ng Visual Studio Professional may mga feature lang na wala pero mostly stats lang. Pwede mong gamitin ang C# for Xamarin para magdevelop ng IOS at Android.
